Windows doesn't use ur banwidth fully as it limits utilisation to 80% for Windows update Spyware checks and all the other stuffs .If u want 2 utilise the remaining 20% follow the steps given below.

Open " Group Policy Editor "
Go to Start -->Run
On run Type gpedit.msc n press enter.
now go to administrative templates in the right pane.Now in the right side pane ,click on Network.
now go to QOS packet scheduler,there will u will find the option "Limit reservable bandwidth " Open it n check enable n also change the bandwidth limit from 20% to 0% .Click ok n restart ur PC n enjoy the increased surfing speed.
